노후경유차 조기폐차 지원금This year, the government will expand subsidy support for early scrapping vehicles to include emissions class 4 and construction machinery such as forklifts and excavators.
The Ministry of Environment announced that this year’s support for early scrapping of vehicles has been expanded to 170,000 class 5 diesel vehicles, 70,000 class 4 diesel vehicles, and 5,000 construction machines such as excavators and forklifts.
Class 4 vehicles eligible for early scrapping subsidy are diesel vehicles that are not equipped with a emissions reduction device (DPF) from the time of shipment. Forklifts and excavators eligible for support are limited to those registered as construction equipment with the local government.
In addition, the Ministry of Environment will expand the subsidy for subsistence earners (recipients of basic livelihood security, second-lowest class) and small business owners from a fixed rate of 10% of the existing vehicle price (average 150,000 won) to a flat rate of 1 million won.
In addition, the subsidy paid for scrapping class 5 cargo and special vehicles that cannot be equipped with a emissions reduction device (DPF) among class 5 vehicles will increase from 600,000 won to 1 million won.
Additionally, additional subsidies provided for purchasing zero-emission vehicles (electric and hydrogen vehicles) after scrapping existing vehicles will also be expanded.
Until last year, a subsidy of 500,000 won was provided for the purchase of a zero-emission vehicle only if the prematurely scrapped vehicle was a passenger car with a gross weight of less than 3.5 tons and a seating capacity of 5 or less. However, from this year, a subsidy of 500,000 won will be provided to all vehicles with a gross weight of less than 3.5 tons.
The subsidy, which was provided only for the purchase of new cars, will also be expanded to include the purchase of used Euro 6 cars manufactured after October 1, 2017.
Owners of vehicles with emissions levels 4 and 5 can check the target and apply for early scrapping through the automobile emissions website (mecar.or.kr, civil service service).
Forklifts and excavators can be applied for by registered local governments or the Korea Automobile Environment Association.
The Ministry of Environment plans to complete support for low-emission measures, including early scrapping, of class 5 vehicles by next year.
In addition, among class 4 diesel vehicles, cars shipped with an exhaust gas reduction device (DPF) are excluded from support this year, but will be reviewed to include them from next year.
Park Yeon-jae, director of air environment policy at the Ministry of Environment, said, “We will expand support for early scrapping of vehicles to include class 4 diesel vehicles and construction machinery in addition to class 5 diesel vehicles, further strengthen the reduction of ultrafine dust and protect public health, and continue to expand support for the common people, including subsistence borrowers and small business owners.” He said.
